The highest deity remaining after Buu's slaughter of the other gods, Kaioshin comes to Earth during the Budoukai to warn Goku about Babidi's plan to revive Buu. His power is comparable to the Z warriors, as he is by far the most powerful being in heaven. Kaioshin is shocked that Goku and Vegeta surpass him, as to him they are merely mortals.

According to East-Asian mythology, King Enma is Ruler of the Afterlife and Judge of the Dead. As such, he oversees the heavenly bureaucracy and has the all-consuming task of deciding the eternal fate of every single person who dies, of every race and homeworld. If you are lucky, and behaved yourself during your life, you will get to go to heaven. Some extra-good people (such as Goku) can even go to the North Kaio's place for special training. Unfortunately, those who are evil in his sight face eternal damnation... as Raditz (and presumably all other enemies who die in the series) finds out the hard way. He is incredibly strong, but not as strong as Kaio-sama (though pointing it out is not a good idea if you want to see Paradise), and fighting against him is futile. Since the character is not a Toriyama creation, you'll find him in some other anime as well, such as Yu-Yu Hakusho.

A note on his name in the English dub: You may be wondering, after all of this, why such a well-known figure was given the seemingly nonsensical name of "King Yama" for the English version of the series. However, it's not really as off-the-mark as it seems. Research into the legend of the character turns up the fact that the Enma of East-Asian mythos is a localized version of the Hindu god Yama-Raja (King Yama), who is the Lord of the Underworld in Indian folklore. So, the dub's name for him is technically accurate, but a bit confusing from a cultural standpoint.
